From Narita I would catch one of the two express lines (Narita Express or Keisei Liner) and catch local lines to closest station. It's not necessarily the cheapest, but it's reasonable and fast. For anyone coming from Haneda Airport you can actually catch a local bus from outside the airport that stops fairly close, Although you can use the monorail and then local lines as well.

There is a bus from terminals 2,1 and international one. Take the white bus. I can sand you a timetable. See my photos
